DEVELOPMENT PROGRAMMES

We are familiar with the nature of municipal council work, regulatory and local issues – roads, utilities, housing, school, culture, sports authorities and social services – and together we create solutions. During the planning process we conduct further research on issues that may be crucial to economic breakthrough for the municipality.

We have worked in cities that are important economic centers and also in remote rural areas – each case has its unique advantages, challenges and serves as an inspiration for new projects.

Development programme is a medium-term (up to 7 years) spatial planning document that sets out medium-term priorities and measures needed for the implementation of long-term strategic goals of development strategies.

In the mid-nineties “Grupa93” planning practice actually began with the preparation of development programmes. Our first development plan was for Salaspils in 1994! It was the time of “transition period” from Soviet planning to a market economy – a learning process that showed that planning is not possible without the introduction of necessary resources – budget, people, etc. Municipal population surveys made ten years ago or more, interviews with businesses and institutions are an interesting material showing changes in local public opinion and aims, what has been achieved and what has been left as unimportant.

Planning became more meaningful when Latvia joined the European Union. EU funds and other financial instruments gave more opportunities for municipalities to implement the plans. We have participated in a number of important new projects which have an important role in the development of Latvia – Latvian National Library, Liepaja concert hall, Rezekne concert hall, Turaida Museum Reserve, North Vidzeme Biosphere Reserve, seashore, Gaizinkalns, Zilaiskalns, Kokneses Park, Plavinas HPS, Daugavpils airport, New Riga Urban Centre, etc.
