“Grupa93” Ltd. is a leading Latvian consultancy firm in the field of urban planning and regional development. In the 25 years the company exists we have accumulated experience in more than 100 local and district municipalities of different scale, state institutions, companies and private land owners mainly in Latvia, but also in Russia, Lithuania and Estonia. “Grupa93” employs 13 full-time staff in urban planning, project management, architecture, environment, geography, public management, economics, IT, GIS and mapping. We liaise with many highly acknowledged branch experts in transport planning, engineering, construction and other fields relevant for our work, thus being able to deliver best possible expertise in urban development and planning. We have worked extensively in projects financed by international institutions including the World Bank, UNDP and the European Commission. We have cooperated with such international companies as Jacobs, Arup, OMA, COWI, Fletcher Priest Architects, SpaceGroup, TerraFirma Consultancy and others.
Our main fields of expertise are urban planning (strategic and spatial), regional development, environmental planning and management.
Neils Balgalis
Neils Balgalis is the managing director of the leading Latvian planning consultancy „Grupa93” ltd since 1994. Urban development expert with work experience on large scale development projects in Riga, Latvia and ten European countries. An expert on public involvement activities with outstanding moderating skills (leading of more than 700 workshops, discussions, conferences and working groups in last 19 years).
Anita Beikule
Anita acquired Bachelor and Master of Science in Environmental Science from the University of Latvia. She has 4-year experience with Grupa 93 in managing medium-complexity planning projects as well participating as a planner and researcher in more complex projects. One of her specialisations is assessment of social infrastructure.
Sarmīte Lesiņa
Sarmite has a diploma in Geography and pursuing her Masters in Spatial planning in the Latvian University. She has more than 20-year experience in managing spatial planning projects of various scale and now specialises in managing larger detailed planning projects as well as contributes to the work on planning system in Latvia.
Līga Ozoliņa
Liga has diploma in social work as well as Master’s degree in Public Administration. She specialises in project management of bigger and more complex projects in the field of spatial planning, regional development, e-government. She has extensive knowledge of the spatial planning and regional development system and experience and a wide network of contact in Latvian municipalities and planning-related institutions. She has excellent working knowledge of English and Russian.
Marita Nikmane
Marita has a diploma in Biology and Chemistry as well as MSc in Environmental Engineering. She has 14 year experience in public and private sector as an expert on environmental protection issues (pollution control and prevention, environmental regulation, EIA). Marita now works with environmental issues relevant for planning projects (green areas, contaminated sites, air quality modelling etc).
Marta Amoliņa-Raščevska
Marta has a civil engineering qualification and a master’s degree in urban planning from Riga Technical University. She is interested in finding solutions that adapt the urban environment to the needs and interests of people, as well as doing research. Marta helps out project managers and participates in the implementation of various.
Jurijs Kondratenko
Yuri has a Bachelor degree in Economics and Business as well as Masters degree in Environmental Science (Lund University). His experience and expertise is very multi-disciplinary including economics, business administration, environmental protection and sustainability, infrastructure planning and construction. He mainly works with detailed planning project and a range of business development projects.
Ronalds Krūmiņš
Ronalds has a diploma in Geography from Latvian University. He has more than 14 years of experience in GIS / map preparation in various planning projects as well as illustration work for maps and publications, mastering Bentley AutoCAD, ESRI ArcView, and Adobe Illustrator. Combined with high analytical skills, his experience creates high added value for planning projects.
Rēzija Vārna
Rezija is a project assistant who has studied spatial planning and urban economic engineering at Riga Technical University and Aalto University in Finland. Committed to assisting in the creation of environmentally friendly and socially inclusive cities, she actively participates in the search and analysis of innovative and sustainable urban mobility solutions.
